I had the same issue. I wasn't able to access the admin panel until around 7pm GMT up in Scotland. Maybe you should consider failover systems for your licensing servers.

I've managed to acquire my own system for developing templates. I'm slightly busy for the next week or so but I will start making templates once all my TO-DO's are done.
