As far as I know the templates are unencrypted, see /usr/local/solusvm/templates/client

Just use the custom config feature in SolusVM. You don't have to chown or chroot anything.

Your datacenter can put both of them on the same uplinks. There is no need for a custom config, just ask your network provider to have both the /24s on the same uplink.

When you configure the IPv6 IP's in SolusVM there is nothing you need to do to make it work besides adding the IPv6 IP's to the VPS. If it doesn't work make sure that you've configured the IP correct...
Nginx or lighttpd... It doesn't matter, check if it isn't blocked by the firewall and if there aren't any errors in the logs. If the error is still there restarting the service won't help.
As far as I know it just tries to connect to the web service on the slave. Check if the webserver (I believe it's nginx) isn't having problems.

SolusVM isn't designed to have support for custom plugins including the SMS plugin. There is no conspiracy; it's just the fact that there is no support for customization except the client template.

There is no documentation for that. I don't know if it's possible to write your own SMS plugin but you can always open a ticket.
I recommend opening a ticket for this. I don't use OpenVZ so I can't help you further with this.
I assume that you didn't configure the resource limits for a VPS node. You can do this when you edit a VPS node.
As far as I know that isn't possible unless you resize it manually and you hack SolusVM. There are some good reasons why you can't resize a VPS to a lower amount.
I don't expect it to be implementen soon.
